How a Blind Cord Creates a Strangulation Hazard
The danger isn't the cord itself — it's a loop. A hazardous loop forms in two main ways: (1) two separate cords (such as the lift cord and the ladder/tilt cord on horizontal blinds) hang close together and can be pulled into a loop, or (2) a continuous-loop cord used to operate roller or vertical blinds hangs unsecured near a crib, bed, or play area. Health Canada and the CPSC both note that a child can wrap a cord around their neck in seconds while playing, climbing on furniture to reach a window, or simply passing by — and because a loop can tighten under a child's own body weight, they often cannot free themselves or call out.

Why the Industry Changed the Standard Instead of Waiting
For years, corded blinds carried warning tags and included tie-down cleats or tension devices as an after-the-fact fix. Injury data collected by the CPSC over multiple decades showed that add-on hardware was inconsistently installed and easy for cords to become re-exposed after cleaning, moving furniture, or normal wear. That data pushed the Window Covering Manufacturers Association (WCMA) to rewrite its ANSI/WCMA A100.1 standard so that hazardous cords are designed out of the product, rather than relying on a warning label or a separate part a consumer has to install correctly.
What ANSI/WCMA A100.1 Actually Requires
ANSI/WCMA A100.1 is the North American voluntary industry standard for window covering safety, maintained by the WCMA and accredited through ANSI. In its current form it requires that stock (off-the-shelf) window coverings marketed for residential use be cordless or have no accessible operating cords or continuous loops within reach. Custom and made-to-measure products are also expected to meet the cordless-first intent of the standard when sold for home use. In practice, that means:
- No exposed pull cords, cord loops, or inner-cord loops on the operating side of the product
- Motorized, wand, or cordless spring-lift operation as the default for anything sold for residential settings
- Where a cord must exist (for example, some outer-cord raise/lower mechanisms), it must be permanently secured, tensioned, or otherwise made inaccessible per the standard's test methods
- Products are evaluated against defined pull-force and loop-size tests, not just a visual check
CPSC's Role and the Push Toward Mandatory Rules
The U.S. Consumer Product Safety Commission (CPSC) tracks strangulation incidents tied to corded window coverings and has repeatedly signaled that it considers the voluntary ANSI/WCMA A100.1 standard a floor, not a finish line. The CPSC has pursued rulemaking aimed at making cordless designs mandatory for stock products rather than voluntary, and continues to publish safety alerts urging consumers to replace any older corded blinds still in homes with young children.
